Publication Policies and Procedures

The CFG is a basic scientific enterprise that will be judged
for productivity like all NIH-funded grants and thus must be accorded appropriate credit
on publications based on the usual rules of authorship.
The CFG supports several Scientific Cores whose aim is to develop novel resources and approaches for use by Participating Investigators and the general scientific community. These Cores are different from the usual core facilities supported by program project grants in that they are not service facilities but are collaborating scientific groups expected not only to share but also to publish on the novel reagents, approaches and protocols that they develop. Core personnel may be lead authors of publications that describe the development of Core resources or reagents. Core personnel should also be included as co-authors of publications lead by participating or community investigators that include the use of novel previously unpublished Core resources or reagents or on projects for which core personnel provided intellectual input or expertise. Appropriate acknowledgement of the CFG and inclusion of Core personnel in publications to which they contribute is essential in order that the CFG fulfills the aims of the Consortium in a manner apparent to the scientific community . When investigators use previously reported core resources or reagents, citation of relevant publications and an acknowledgement to the Consortium for providing the resource is sufficient. The Steering Committee of the CFG has established a Publication Committee to provide oversight for appropriate recognition of the Consortium in publications. The philosophy that guides the Committee is that participating scientists and the Scientific Cores are working jointly to achieve the goals of the Consortium. Therefore, in accepting resources from the CFG, an investigator will be asked to project their expectations for publishing on a form that accompanies the resource or establishes the involvement of the Core. The CFG will maintain a Publication committee to provide oversight of this policy.
Responsibilities of the Publication Committee:
- Set policies and maintain an open dialog with Participating
Investigators, Community Scientists and Core Personnel on the appropriate
acknowledgement of the CFG in publications.
- In cases when Core personnel are to be co-authors of planned
publications, the Committee will review a signed form (see below) with title page,
proposed authorship, grant support and abstract of the proposed manuscript.
- A committee member may not participate in discussions
regarding proposed manuscripts involving them as co-authors.
Responsibility of Core Directors:
- When resources are distributed to investigators, a cover letter
(or e-mail) will indicate if the resources being shipped have been published, and
if so, provide citation(s) for future reference. It should be noted which resources
have not been previously published and whether or not a specific plan for publication
has been made.
- In the event that Core personnel conduct joint experiments
with an investigator, it should be discussed at the outset with the Core director
whether the involvement of Core personnel is considered routine (i. e. uses established
protocols offered to all investigators and requiring acknowledgement only), or is a
collaborative effort that would result in joint publication.
- For publications originating from within the Core, the Core
Director should ensure the submission of an outline of the proposed manuscript,
including authors, to the Publication Committee on a signed form (see below) with
title page, proposed authorship, grant support and abstract of the proposed manuscript.
- For abstracts originating from within the core, a copy should be
sent to the Publications Committee at the same time that it is submitted to the
scientific meeting.
Responsibility of Participating Investigators and Community
Scientists:
- When resources are received from a Scientific Core, the investigator
should make note of the publication status of the resources for future reference.
If publication status of a resource is not received, it should be requested from the
Core Director.
- If an investigator's lab conducts joint experiments with a Core,
it should be assumed that the experiments are being done collaboratively unless
otherwise agreed with the Core Director to be an established protocol of the Core.
- When publications are planned involving resources from or
collaborations with a Scientific Core, the investigator is responsible for determining
(at the earliest possible stage) if Core member(s) should be co-author(s). When the
form of the manuscript is clear, the investigator should submit an outline with proposed
authorship to the Publication Committee.
- For abstracts involving resources from or collaborations with
a Scientific Core, a copy should be sent to the Publications Committee at the same
time that it is submitted to the scientific meeting.
- When no Core members are co-authors, inclusion of an acknowledgement
to the Consortium for providing the resource is the only action required.
Examples of
appropriate acknowledgments will be kept on the member site for reference.
